The constitution of Mexico (from around 1918) guarantees a free education for all until sixth grade or so. We learned today that that´s true, sort of. There aren´t services here for kids with special needs, unless you have a lot of money and access to transportation.
There are lots of deaf people here, for example, who can´t use sign language because they don´t teach it. Or families who have kids with special needs but they can´t get the kids to classes because they are far away and it's expensive to get there.
